The Society of International Law (Singapore) (‘SILS’) is an independent non-profit organisation established in the early 1990s by Ambassador-at-large-Tommy Koh and other legal luminaries with a shared interest in international law. SILS is dedicated to the study, practice and promotion of public and private international law in Singapore. Its membership currently draws upon established and younger members from the Attorney-General’s Chambers, the Singapore Judiciary, Singapore’s Ministries of Defence, Law and Foreign Affairs and statutory bodies, the academia and private practice.


Chairman's Message

SILS fills an important niche in the study and practice of international law in Singapore. It provides a vehicle for practitioners and students of international law to meet and discuss issues of topical interest. The Society is not meant to be a forum for academics; there are other organisations that fill this role. Rather, we seek to identify and address the actual concerns of lawyers, diplomats, businessmen and others who may be affected by international law. Legal practice, even in fields like commercial or criminal law, is increasingly transnational. Traditionally, the focus of international law societies has been on the relationship amongst countries and international organisations. Yet in the day-to-day practice of law and business issues of conflict of laws, cross-border criminality, and enforcement of judgments across international boundaries (to mention but a few) have become more common. SILS enables practitioners, academics and students of law, business and diplomacy to exchange ideas and experiences. This cross-fertilisation will enrich us all intellectually.


Executive Committee

Prof. Walter Woon, David Marshall Professor of Law at the National University of Singapore (NUS) Law School, graduated from NUS with an LL.B (1st Class Hons), and Cambridge University with an LL.M (1st Class Hons). Prof. Woon has variously been the Attorney-General of Singapore, Solicitor-General, a Nominated Member of Parliament, and Legal Adviser to the President and Council of Presidential Advisers. Prof. Woon was appointed Singapore’s Ambassador to Germany, Greece, the European Union, Belgium, Luxembourg, the Netherlands and the Vatican. He has served as Member of the High Level Task Force to draft the ASEAN Charter. Appointed Senior Counsel in 2007, Prof. Woon is Dean, Singapore Institute of Legal Education, and President, Goethe Institute Singapore, 2010 to date.
